The construction works at the site are hampered by low temperatures. During cold period, performance of work is compensated at the expense of bricklaying. Half of the workers are building interior brick walls and another one is mounting the casing of 6th floor (level 8). Concreting will be possible only if positive air temperature will last at least 3 consecutive days.

Construction works were organized to meet the requirements of residential areas. During 2009, the complex foundation of the building and the first 3 levels were built up. After the cold season, works on the job site were renewed in March, 2010.
